Chinese Checkers is a marble game that was invented in Germany, not China.  It's name was created in the 1930s in the United States to make the game sound exotic and unique. 

The goal of Chinese Checkers is to move your 10 marbles from one side of the board to the triangle on the opposite side of the board. 

Players
2 Players: In a 2 player game, each player can play 1 to 3 sets of marbles.  Each set of marbles should have an the opponents marbles on the opposing side.  When playing with 2 sets of marbles for each player, the triangles on each corner of the player's side should be played.

3 Players: In a 3 player game, each player can play 1 to 2 sets of marbles.  When playing with 1 set of marbles, the opposite side of each player is an empty triangle and the player has to move their marbles to the empty triangle.  When playing with 2 sets of marbles, each player places their marbles in each corner (so there will be a set of marbles of another player between your two sets).

4 Players: Each player takes a corner facing an opposing player.

6 Players: Each player plays one triangle.

Play Rules
The play moves clockwise.  On the first turn you can move one marble to an adjacent hole or jump over a marble in the first row of your triangle with a marble in the second row.  A marble can jump over another marble in any direction as long as there is an empty hole to jump to.  You can jump as many marbles as you can in one turn.  You are allows to move your marble into an opponents triangle during your move across the board.  Unlike checkers, the marbles jumped over are not removed.
Once you have reached the triangle on the opposite side, you can not leave the triangle.  The winner is the first person to fill up the 10 holes of the opposite triangle.
